Delita (and Wiegraf, possibly) may be more developed than any one FE7 character, but FE7's are more developed on the whole. I also find character development overrated anyway-- FE7's characters are just more entertaining.
That being said, FFT is the better game. The gameplay is a lot better and the story is too. FE7 wins characters, built in replay value (replay value overall is kinda debatable just cause FFT's gameplay is just that much better and the job system is pretty open), and difficulty, but it's not enough.
