Mentally maybe, but not physically! He's still literally 20 years old. That's college sophomore age, it's still kinda ridiculous for what he does.
Yeah, that bothers me. When I first played FFIV I assumed that Cecil was like thirty or something, but then he's stated to be a bishonen 20 year-old.
