A company having a quota for firing people is dystopian as fuck It's usually tied to how laws mandate full-time pay, benefits, etc. If a law says that employers have to provide benefits to full-time employees but not part-time employees, businesses are more inclined to hire two part-time employees instead of one full-time employee to bypass the requirement. If a law says that employers have to provide benefits to employees after X number of months of employment, those businesses may deliberately hire people they have no intention of keeping on so they can fire them before they hit the threshold.
