Define "worst." If we're talking about people who were bad at being a serial killer, BTK asked the *cops* whether he could traced if he sent them something (and surprise, surprise, they lied!) and the Green River Killer had been arrested at one point but let go (then again, I guess you could make the same argument for Bundy where they weren't so much "good" at it, but instead benefited from police incompetence)

If you're talking about the most horrific (or frightening), Ted Bundy would rank up there.

If you're looking at kill count (and excluding angels of death because, honestly, those are like cheating), Luis Garavito had 138 confirmed victims with as many as 300 possible victims. The US's most prolific killer (and the most prolific one in the developed world in general) was Samuel Little, with 60 confirmed kills and 93+ alleged murders.

The Green River Killer comes in second for the US and third for the developed world (with 49 confirmed kills, 70-90+ speculated kills), but again they arrested this guy a few times (sometimes for solicitation, other times in relation to the murders) yet released him, sometimes simply because he didn't fit what they considered their pattern.

If you're counting angels of death, Harold Shipman had 218 confirmed kills and was suspected of killing over 250 people.
