The VIS for any vaccine tells you outright "If you have a history of allergies to so-and-so, you should not have this vaccine." Before getting any vaccine, you fill out a brief questionnaire that asks if you have those allergies. If you don't have any known allergies, you get the vaccine, and then there's a monitoring period before you leave if there's a higher risk of a reaction from that particular vaccine. But why would you think that someone should be responsible for an allergic reaction that literally cannot be predicted from someone with no known allergies?
