The real question isn't why Hyogo is banning the Yamiguchi-gumi from handing out treats; it's why only NOW they've decided to do so. You have to understand that the yakuza aren't remotely like the Crips or the Bloods or even the Itallian or Irish mafia. The yakuza have spent decades post-war working their way into the fabric of Japanese society to the point where some places consider them a "necessary evil", in that they keep the streets safe by tamping down on petty crimes so civilians don't have to worry going out at night. That also means getting involved with the community on some level, which can include construction projects, food drives, and getting involved in local events like Halloween.

Which are claims literally made about the Italian mafia, and just as wrong. You shouldn't advocating criminality.
