Unemployment Insurance the $400 is $300 from the federal government (FEMA's disaster relief fund which "cool" during a hurricane season) and expecting the states to pick up the tab on the other $100. However, as I was saying earlier when we were talking about USPS... states are going broke and the GOP refuses to help them so I have no idea how the fuck they could manage to afford even that 25% tab. And even if they did, that FEMA fund probably can't last that long before it gets depleted/cut off. (1-2 months seems to be the estimate I'm seeing from WaPo, others)
WaPo reports that unemployment experts are noting doesn't actually increase federal unemployment benefits at all, "but rather create a new program that could take 'months' to set up."
And this, of course, is all before even considering the almost certainly unconstitutional power grab these represent in just bypassing Congress and making the Executive more of a king who just issues decrees. Hell, Trump even called them "bills" when they obviously are not.
