In this case, it's a wtf crime since the only direct impact -- presumably -- would be that the individuals would be sent the wrong party's ballots for what I'm guessing was their primary? If he didn't know who they'd be voting for in the primary, I'm not sure what could be gained. At any rate, it's weird to hear people complain about Trump talking about mail-in vote fraud when liberals had been complaining about it for decades and highlighting the ease of mail-in vote fraud whenever anybody questioned other voting methods.
