No. Read the article. They haven't been allowed to open even though they feel they should be allowed to. They are appealing to please open cuz they are down to their last 3 million in emergency funds then entirely bankrupt.
Just did more research.

The zoo was allowed to open on July 1, then Newsom ordered zoos (and other non-essential operations) 3 days to close, which fell in line with my housemate taking his kids to the Six Flags zoo yesterday, but everything being mandatory to being closed today. I looked and the Oakland Zoo was open yesterday, but not today. So I was right.

I have a friend who worked at the Cincinnati zoo and got laid off at the start of this. Working with animals is his passion, but it's looking uncertain when he can go back to working at any zoo at this rate.
