It's more an issue of male labor force participation dropping female labor force participation rising than anything to do with social sanctions regarding hitting on women. People who work and people who don't work don't hang out together or go to the same places, and there are already more women than men.

Probably women are just going to need to suck it up and start taking initiative in the dating game, though this would also necessitate men changing their attitudes. about gender relations as well and I don't see either happening
