Yeah thats not what jail should be for Jail arguably has three purposes: 1) Punishment - inflicting unpleasantness on an offender partly because "they deserve it", and partly as a deterrent to other potential criminals 2) Detainment - keeping criminals off the streets to prevent them from committing more crimes 3) Rehabilitation - encouraging people to not commit future crimes by giving them alternatives to doing so Realistically we should probably put the least amount of emphasis on the first one (since revenge/"justice" is kind of weak and deterrents rarely seem to work all that well in most cases) and the most emphasis on the last one (because turning a criminal into a law-abiding citizen means less criminals), but in practice we almost always do the reverse.
