Does de-listing mean you also lose the ability to re-download a purchased copy?

Can't speak for consoles, but on Steam and GOG no. It just means you won't be able to buy a copy anymore. I own a few de-listed games and I can still download, cloud save, and all of the other stuff you would expect from a digital game. Only difference is no one can buy it.

And the thing I don't like about digital is that it's only as good for as long as the platform exists which, as we've seen with movies, is no guarantee. (Although UV users made out fine for themselves since I think all of their titles connected to VUDU.) I know that there's no guarantee of permanent ownership with physical copies either (breakage, theft, loss, etc), but it seems like it's more in your hands.

It usually isn't a big deal because most of the time you still get access to all your stuff, I can't think of an instance where a platform ceased to exist and everyone's library became useless as a result. Most of the time the games just become DRM free or get moved to another platform. People thought that is what would happen when Games for Windows Live went away, but all those games got patches that let them still work without the service.
