Nearly every single thing he does after his sister dies is classic villain behavior, and he's very much an ends justify the means sort of person. You can't even say it's solely to counter a greater threat, because he retains power and continues to act the exact same way even after the threat is defeated. And then covers it up. And then kills the woman he married solely for political advantage. His intentions may have been noble at some point, but that's true of lots of villains. The road to Hell is paved with good intentions, as they say. He's definitely not a hero, or even an antihero, really. At best you might call him an antivillain, but even that depends on how much you assume he retains good intentions for the length of his reign. He's not really an antagonist in the literary sense, though, because he's rarely your direct opposition.
