Not the same because you don't know the % at which it might happen. Statistically those things are generally very low. Checking if she might get breast cancer it gave her a very very high chance. Enough of a high chance it wasn't worth taking the risk of it not happening.

If it is going to help them and they want to do that, yes.

Plus skin cancer is a bad example, the only reason you would get a high chance of skin cancer is if you weren't taking the proper precautions out in the sun on a regular basis. It is not genetic.
