I got to the lightning horse summon. I didn't like the leveling system either. That system becomes moot further in the game. As your dudes level up, they become faster, stronger, etc. so they don't have any issues hitting the different enemies. I'd say it's something of an improvement over the previous games where you would just have your favored party members that you use for the entire game (until the game inevitably forces you into a point where they're unavailable). It adds some variety.
