Pretty much. Yes, unwanted pregnancies would stop being a problem if, hypothetically, everyone stopped having sex except for the purpose of procreation. As a matter of public health policy, though, that objectively doesn't work. There are mountains of evidence that abstinence-only sex ed does not help unwanted pregnancy rates (and in fact can sometimes make them worse), and continuing to preach abstinence as the only solution to unwanted pregnancies it is being willfully blind to that undeniable reality.

What does help is providing comprehensive sex ed and easy access to birth control options. Subsidized birth control is even better (there was one such pilot program in Colorado that saw a 40% reduction in unplanned pregnancy rates, which is absolutely incredible and should have prompted the entire country to adopt it immediately). People are going to have recreational sex no matter how much "you will get pregnant and die" you scream at them; what makes a difference is educating them truthfully about the risks and how to mitigate them, and providing convenient and affordable access to that mitigation.
