Yes, you absolutely have to do raids at EX gyms. That's how you get invited to EX raids. You don't need to be with the big groups but there need to be big groups using the location in order for it to trigger. You could do a 1-star raid there by yourself and still potentially get a pass.

I can't remember what the minimum is, but I think it might be like 12 or 13 people in a raid group for one of the raids. There's a whole guide discussing some of the mechanics. (And for a while there was a glitch where people who just spun the stop were put into the pool of eligible raiders.)
