I would never recommend anyone buy anything but the latest generation of hardware. Intel definitely stagnated over the past 7 years but with the release of Coffee Lake these 4-core SKUs are going to get phased out pretty fast.

I would really appreciate if TC was more forward with what he was doing. If he's upgrading a Haswell system he could probably grab a used 4790k on the cheap. The only positive is that with RAM prices the way they are, getting DDR3 not a terrible idea.

But if he's trying to build a PC with a $500-$600 budget, getting a Ryzen 3 system is probably much better in the long run.

GPUs haven't made any progress because Nvidia does a ~20 month release cycle of hardware. Expect new GPU announcements around CES.
