Malt liquor isn't actually "beer".
Reinheitsgebot specifies barley malt, yeast, hops, and water. Malt doesn't bother with hops most of the time, so it's going to be very sweet from the residual sugars and the ethanol itself.

German law doesn't really matter to the rest of the world. Even still, malt beers can and still often do have hops, like Malzbier.
