They being Sweden and them being foreign aid?

Our foreign aid is actually tightly controlled by the Prime-minister and his/her Government (Cabinet). It is part of the bi-annual national budget that is created by the Government and then approved by Riksdagen (Parliament). Since Riksdagen only vote on the total sum the Government can control the money as it sees fit. The current administration has already decreased the total amount going to other countries to pay for immigration costs at home.
