Not maybe. She was historically documented to be Greek.

It's valid to argue over whether early Egyptians were black or some other ethnicity (because there's a fair amount of evidence both for and against, and it's not helped by most legit historians deliberately avoiding the issue out of fear of political incorrectness), but we know pretty definitively that the Ptolemaic Dynasty was fairly pure-blood Greek.

Almost certainly not. From what we know of the Ptolemies they were hugely against mixing their blood with the "commoners". It's one of the reasons why they were basically known for a lot of brother-sister marriages.

The assumption has always been that most members of the Ptolemaic line were about as Greek as it gets. Which is why the occasionally had difficulty relating to their subjects.
