Tomo is outclassed by some other physical attackers (both Makotos, Christina, Muimi, Eriko, Djeeta) but is still pretty good for clan battles in her own right, especially after getting her UE. You'll need enough attackers to fill out two physical teams anyways (maybe three if you don't have Neneka and enough good mages for a full magic team) and Tomo is a solid choice for that, especially if you're missing any of the physical attackers I mentioned above.
