I think in that case, it was a licensing rights issue that caused them to not be able to dub those. Record labels (which Hayasaka's Japanese VA is part of one) and songs that are also released on soundtracks can be a bitch to deal with licensing for. Even just being allowed to translate the lyrics for a song like that can take extra licensing, like what happened with Zakuro's songs in Tokyo Mew Mew New this season. They didn't have the lyrics ready the day the episode aired and only added them a week or two later because they had to sort out the licensing rights for those songs. That's also why you see anime OP/ED songs not have their lyrics translated sometimes, or take a couple of weeks before the lyrics start showing up.
