As much as people always insist that having cats means you need to hang it under, I've never had a problem hanging it over in 20 years of having cats. Granted, 3/4 of the cats I've had in that time frame have been front declawed (not by my choice), which dramatically reduces the risk of problems, and interest in making a mess of toilet paper is going to vary from cat to cat, so your mileage may vary. --- This is my signature.
