It's the Max Fleischer cartoons from the early 1940's, and if you've never seen them before they warrant a look: https://www.youtube.com/watch?v=Asc6329mx70 These cartoons are one of my favorite "ahead of their time" things; they just look so vibrant, so well-animated and with such bold cinematography that they don't look like they could be from WWII. These were the primary influence of Batman: The Animated Series a whole 50 years later! I just really love the 'art deco' vibe these films have. These are public domain so anyone can just put 'em up anywhere. But there are other rights related to even specifically these films that are still owned, like merchandising rights.
