Reminder: The IOC has allowed trans athletes since 2004, and in that time, there have been a grand total of four trans people that have even managed to compete, only one of whom won anything (as part of a team). Reality isn't exactly doing a good job of proving the "trans people have an innate biological advantage" thing right.

why is this a gendered issue? i think boys and girls being fondled is equally problematic, personally

It is, but transphobes generally don't care about trans boys/men. Their fearmongering is based entirely on the idea of men sneaking into women's bathrooms/locker rooms and dominating women's sports (with a small dash of the unspoken homophobic paranoia that social acceptance of trans women creates the risk that they'll end up attracted to somebody that was born a man, though that doesn't apply here), and to that end, you can expect to only see this law applied to trans girls trying to compete on girls' teams. Hypothetically, it could also be applied to trans boys trying to compete on boys' teams, but this is overwhelmingly going to result in genital exams for girls (trans or otherwise) because this is driven entirely by whistleblowing and it's girls' sports that people are more worried about (and therefore more likely to blow the whistle on).
