As for testing, you're pretty much always going to have to test it non-universally, even if you're looking at a truly universal approach. The idea behind testing is to commit fewer resources than would be involved in giving it to everyone, in the hopes of getting results that can be generalized and using those to guide broader policies. This probably won't yield meaningful results because of how narrow the scope is (it's just poor experimental design), but the basic concept of limiting the test to a smaller experimental group is valid.

Weird to say "the concept is good but the scope is bad" when the question was just at the scope.

The high unsheltered rate is also consistent with facing harassment and discrimination whenever they try to use shelters.

It's also consistent with mental illness.
