Singling out trans/NB people for this test seems like it's going to make it hard to collect meaningful data. It means you've got a smaller sample size to work with (making the experiment cheaper), and the rationale of genderqueer people being more susceptible to poverty has some merit, but there are plenty of poor people that aren't trans who are just as in need of this.

That, and $200k for something like this is basically nothing. Experiments like these need to be long-term, and while obviously you can't run them with really large populations, that's going to pay for like two people for five years (assuming $20k/year).
