It's hate-motivated because it's hate-motivated (though I agree with the point that "hate" is a pretty vague term that is colloquially applicable to a ton of crimes that don't fall under the legal definition of it, but that's a nomenclature issue more so than a legal/moral one). --- This is my signature.
