Dramatic sounding music, very final dungeon-y. Quite appropriate. As always, I'd prefer a link that didn't repeat so often (I could just right-click the video and select Loop if I wanted an endless loop), but I can't fault every link like this. Especially since Mega Man 9 uses extended loops almost exclusively.

Unfortunately, I can't recall much about the fortress stages and have nothing to say here.
