I mean, some people are looking to change it.

From what I can tell, the issue isn't so much that the rule is old as it is very rare for a school that is more than 70% minority to become more white over time in Los Angeles lol

Basically, the existence of PHBAO programs was court ordered in response to the forced desegregation of schools. LA seems to have had some problems integrating sufficiently, so they reached an agreement wherein schools that were insufficiently integrated (the 70+% minority bar) instead had to receive some additional support, because separate isn't necessarily equal remember.

The fact that we haven't heard about this prior to now tells me either that racial rhetoric really is heating up in this country or, more likely, supermajority minority communities in L.A. have never been gentrified enough until now to face this problem. I'm betting on the latter but it's hard to tell without going through the history of LA between 1981 and now and I'm not doing that
