Its the ones on the street that get things mixed up That's because it's the job of the cops in the office to resolve problems as quickly as they can so they can move on to the next person waiting, while it's the job of the cops on the street to look for potential/ongoing problems and stop them. Broadly, homeless people are seen as potential problems (which isn't necessarily right, but you regularly affirm that they're not wrong about you by bragging about getting into fights and having sex behind bushes), so cops on the street hassle them. --- This is my signature.
