I woulda won by now if my mons would just friggin' move first. :(

Toxicroak = base 85 speed
Passimian = base 80 speed
Lucario = base 90 speed
Annihilape = base 90 speed
The Starmobile Revavroom apparently has different stats from the base Revavroom and is generated on the spot rather than having base stats, but it has an exact speed stat of 131 according to Bulbapedia.

Meanwhile your Pokemon:

Gardevoir = base 80 speed
Meowscarada = base 123 speed
Honchkrow = base 71 speed
Klawf = base 75 speed
Tinkaton = base 94 speed
Raichu = base 100 speed

Your only generally faster Pokemon are a Pokemon that's weak to Fighting (Meowscarada), a Pokemon whose only really good attacking move is resisted by Fighting (Tinkaton), and a Pokemon that's 8 levels underleveled compared to the Pokemon it's facing (Raichu). Her Pokemon should have close to perfect IV's (most gym leaders' Pokemon do) but yours should have EV's from you using them in battle while most NPC trainers don't have those. EDIT: Correction, Fighting doesn't resist Steel. I was mistaken. Tinkaton's Gigaton Hammer should be okay damage, just avoid Annihilape's Fire Punch and Revavroom's High Horsepower.

If your Gardevoir can't outspeed her lead Toxicroak and 1-shot it with Psychic, then you definitely need to level up more. Like I said, your team has a horrible matchup against fast Fighting types, especially with Eri's movesets that can hit Gardevoir's secondary Fairy type for super effective damage.
