They intentionally made the decision and their industry's past usage of black racial stereotypes shows that they do understand the stereotypes as they exist and still intentionally choose to use them. Like I said, it's not their country's history so they don't really care about flippantly using such depictions. I also said at best it's tone deaf, but it just feels way too on the nose for me.

At least a game like Dying Light takes place during some international games/competition which logically explains the non-residents you encounter in the game. She's just some random white woman, the only white person at all, in an impoverished African shanty town. They could have just made her like literally other female you see in that town and it would not even be a topic of discussion at all. They intentionally chose to depict it as they did.
