Blast gives close to a free amp tome at max rank.
Deadliness gives lose to a free long sword at max rank.
It's not equal in terms of the usefulness 4% crit right off the bat, but I don't think that was their goal.
It's mostly that it only works if you assume it's taken by a carry with PD and IE. It's worth less if you exceed 225 AD. That said, Rivens and Jaxes love it.
