As fate would have it, I know two people with missing fingers. One from a childhood accident, and the other from some kind of birth defect. They both seem to get by just fine. So they may have simultaneous orgasms, one might feel nothing, one might just feel more than the other. You would think that would already be covered by the FBI, DEA, and ATF just for this case alone, do we really need 4 government agencies getting in a pissing match over who has jurisdiction? HSI (as part of DHS) has very broad authority. They've likely assembled a task force with an agent or two from each agency and are building a case to hand over to DOJ. That's usually their MO.
