Even with the most charitable interpretation of your statement, that still just leads to those in power voting for things that favor them over people without power. As can be easily observed at any time in American history, if not all of human history.

I would really like for intelligent, informed, benevolent people to be in charge. But you can't enforce benevolence, you just kinda hope it's really there, and otherwise carrot and stick everything.

Democracy is vulnerable to bad faith actors who will convince people to vote against their own self interest. It's an ongoing battle to keep the public informed, but that's the cost of the freedom it should theoretically provide.
