Someone asking questions like this should probably stay very far away from options lmao.

But here's your answers.

1. Risk is always present. You can never ever ever ever guarantee a price will go down. However if the price goes down the naked call expires worthless and you pocket the money.
2. A buyer can exercise a worthless contract but the only reason to ever do this is if the float has completely dried up and no one is selling. This USUALLY means the price is going up anyway, however contracts don't get assigned to a seller until they're exercised and AFAIK assignment is completely arbitrary.
