The best guaranteed location is the easily missed second location at the National Guard Training Yard.If you go near the shipping container as a low-level character, though, I think it locks in the power armor as a crappy, low-tier variant. There are radiant quests and a ghoul-clearing job in Bunker Hill that bring people out there, so it's not unheard of to accidentally mess it up. That's my main reason for seeking out a separate cell, anyway. But yeah, I disabled the radio and got the special mod. Haven't installed it or anything yet, though. I usually don't do too many power armor renovations (other than brighter headlights) until I can go right to MKVI-tier upgrades. Graphics do look a little better, but there don't seem to be additional graphical settings -- at least any I can remember.
