It would depend on the ever changing situation at the time and what was being claimed. That is the start of the slippery slope towards a police state and the eradication of increasing newly determined "undesirables". Again, imagine such technologies being implemented before women's suffrage, before the decriminalization of homo-sexuality and while segregation was still a thing? Any movement leading to what we consider completely normal and basic rights nowadays would have been squished before it could have garnered even any attention. Lets keep it in mind while we finally get a handle on all the very real harm and abuse that is being done to kids and start to get a handle on all this human trafficking, and then we can start debating hypothetical scenarios and figuring out how to protect people from those as well. Such glibness gets it in place and then later people can just say "it is already in place, why not use it?". Something can be wrong, even if the reason given is right. Think about it, if the surveillance technology we have today, existed before the 1950's or say the 1900's, equality for women, lgbt+ and based on race would have never become a thing. One is what say the Netherlands, UK, France and Germany call something like First Minister or Chancellor, the head of the Cabinet that also has to represent their party interests as leader. The other is in the Netherlands and the UK a Monarch and in France and Germany a President, a head of state that is less coloured by party politics and can be more of a spiritual leader to a country. Essentially only water, tea and coffee with zero adulterants. Which just sounds horrendous. I need breakfast to function. Also, eating everything I need to function in a day, thus ignoring snacks, in less time, will just upset my stomach. Hopefully it will answer some questions, Nobunaga story really does not build up the break between the two, it just suddenly goes to Honnojii. Laws are just a framework for a government to enforce certain ideas. There has been a lot of effort to properly guide what powers a government should have and what powers a government should not have. Which is why in many countries "victimless crimes" are no longer enforced or even in the books. By which I mean, while it is legally allowed for two adults to be together regardless of their individual ages, people can still consider it wrong if that age gap is too large.
