Or is it based on what one of the parties wants? Like if the 30 year targeted the 19 year old because she's 19 and he wants to power play strictly?

People apply all these qualifiers of things being weird without defining the standard of when it becomes weird.

The easier and better thing to do is judge each situation case by case. If something seems up, talk to one or both and see if you can clear up any misconceptions or let them know how they're portraying their relationship.

End of the day, it feels like people who are super anti-age gap want to remove basic tools/skills from peoples social skill set or toolset, and it comes with an (unintended) side effect of infantilizing the younger and demonizing the older without taking anything beyond two numbers and the genders into consideration

Quit infantalizing women. Let them be their own woman. Allow them to be 'challenged' in the world and make decisions on their own. If someone is too old for them or they feel they're being manipulated, let them make the decision to say No. Quit saying No for them.
