You also don't have mass unrest of the entire society or open gunfights between civilians and military personnel going on every hour in major cities. You have economic issues that have gotten so much worse right now because of a pandemic. It's not anything that resembles the hypothetical scenario where the government tries to control a heavily resistant population via military force.

The goal of the government in this hypothetical would be to maintain economically productive control of the population. You need a lot of people to survive and be both willing and able to work to achieve that goal.
