This was especially a big deal for women's gymnastics, potentially screwing people out of getting to the Olympics from being to young and then being to old to keep up the next one.

The Buffalo Common Council will explore a city manager form of governance to replace the office of mayor.

Under such a plan, a city manager would be selected by the nine-member Council in conjunction with the community to "carry out the will of the Council members," University Council Member Rasheed N.C. Wyatt told The Buffalo News.

Wyatt, who has often clashed with Brown, said the impetus for opening up a discussion of a city manager model for Buffalo is not an indictment of Brown. It is an indictment of the current system of governance, which has led to "disinvestment" in poorer neighborhoods in a city that has gotten smaller and poorer, he said.

From 1980 to 2020, the approximate population in Buffalo decreased from 357,870 to 255,000, while the poverty rate grew from 26.1% to 30.1%, Wyatt noted.

It is about this mayor, but theres been numerous mayors before him and Im going back as far as 1980 so you cant put it all on this mayor, but seeing that hes been mayor for 16 years, it does speak to that, said Wyatt, who introduced a resolution recently directing Council staff to produce a report detailing the pros and cons of establishing such a form of government in Buffalo.

The report is due in 90 days, about two weeks before the November mayoral election, in which Brown is waging a write-in campaign after losing the Democratic primary to political upstart India Walton. Any change that eliminates the office of mayor would have to come via a citywide ballot referendum, which would be all but impossible to get on the ballot by November.

The Council, which goes into recess in August, adopted the resolution Tuesday . South Council Member Christopher P. Scanlon voted in the negative, saying a majority of five Council members selecting a city manager instead of "tens of thousands of voters appointing" a mayor could lead to some "nefarious behavior."

Masten Council Member Ulysees O. Wingo Sr. also voted no because if the Council selects a city manager, the Council would become the persons boss, which would eliminate balance of power, he said.

Im not necessarily seeing how this would be any more equitable than what is already in place, Wingo said.

City spokesman Michael J. DeGeorge said, The mayor of Buffalo is the manager of the city.

On May 31, 2020, 25-year-old Safarain Herring was shot in the head and dropped off at St. Bernard Hospital in Chicago by a man named Michael Williams. He died two days later.

Chicago police eventually arrested the 64-year-old Williams and charged him with murder (Williams maintains that Herring was hit in a drive-by shooting). A key piece of evidence in the case is video surveillance footage showing Williams car stopped on the 6300 block of South Stony Island Avenue at 11:46 p.m.the time and location where police say they know Herring was shot.

How did they know thats where the shooting happened? Police said ShotSpotter, a surveillance system that uses hidden microphone sensors to detect the sound and location of gunshots, generated an alert for that time and place.

Except thats not entirely true, according to recent court filings.

That night, 19 ShotSpotter sensors detected a percussive sound at 11:46 p.m. and determined the location to be 5700 South Lake Shore Dr.a mile away from the site where prosecutors say Williams committed the murder, according to a motion filed by Williams public defender. The companys algorithms initially classified the sound as a firework. That weekend had seen widespread protests in Chicago in response to George Floyds murder, and some of those protesting lit fireworks.
But after the 11:46 p.m. alert came in, a ShotSpotter analyst manually overrode the algorithms and reclassified the sound as a gunshot. Then, months later and after post-processing, another ShotSpotter analyst changed the alerts coordinates to a location on South Stony Island Drive near where Williams car was seen on camera.

Through this human-involved method, the ShotSpotter output in this case was dramatically transformed from data that did not support criminal charges of any kind to data that now forms the centerpiece of the prosecutions murder case against Mr. Williams, the public defender wrote in the motion.

The document is what is known as a Frye motiona request for a judge to examine and rule on whether a particular forensic method is scientifically valid enough to be entered as evidence. Rather than defend ShotSpotters technology and its employees' actions in a Frye hearing, the prosecutors withdrew all ShotSpotter evidence against Williams.

The case isnt an anomaly, and the pattern it represents could have huge ramifications for Shotspotter in Chicago, where the technology generates an average of 21,000 alerts each year. The technology is also currently in use in more than 100 cities.

Motherboards review of court documents from the Williams case and other trials in Chicago and New York State, including testimony from ShotSpotters favored expert witness, suggests that the companys analysts frequently modify alerts at the request of police departmentssome of which appear to be grasping for evidence that supports their narrative of events.

Had the Cook County States Attorneys office not withdrawn the evidence in the Williams case, it would likely have become the first time an Illinois court formally examined the science and source code behind ShotSpotter, Jonathan Manes, an attorney at the MacArthur Justice Center, told Motherboard.

Rather than defend the evidence, [prosecutors] just ran away from it, he said. Right now, nobody outside of ShotSpotter has ever been able to look under the hood and audit this technology. We wouldnt let forensic crime labs use a DNA test that hadnt been vetted and audited.

Sam Klepper, senior vice president for marketing and product strategy at ShotSpotter, told Motherboard in an email that the company has no reason to believe the prosecutors decision reflects a lack of faith in its technology.

ShotSpotter evidence and employee testimony has been admitted in 190 court cases, he wrote. Whether ShotSpotter evidence is relevant to a case is a matter left to the discretion of a prosecutor and counsel for a defendant ShotSpotter has no reason to believe that these decisions are based on a judgment about the ShotSpotter technology, he said.

The Chicago Police Department, Cook County States Attorneys Office, Mayor Lori Lightfoots office, and Alderman Chris Taliaferro, who chairs the city councils public safety committee, did not respond to interview requests or questions.

In 2016, Rochester, New York police looking for a suspicious vehicle stopped the wrong car and shot the passenger, Silvon Simmons, in the back three times. They charged him with firing first at officers.
The only evidence against Simmons came from ShotSpotter. Initially, the companys sensors didnt detect any gunshots, and the algorithms ruled that the sounds came from helicopter rotors. After Rochester police contacted Shotspotter, an analyst ruled that there had been four gunshotsthe number of times police fired at Simmons, missing once.

Paul Greene, ShotSpotters expert witness and an employee of the company, testified at Simmons trial that subsequently he was asked by the Rochester Police Department to essentially search and see if there were more shots fired than ShotSpotter picked up, according to a civil lawsuit Simmons has filed against the city and the company. Greene found a fifth shot, despite there being no physical evidence at the scene that Simmons had fired. Rochester police had also refused his multiple requests for them to test his hands and clothing for gunshot residue.

Curiously, the ShotSpotter audio files that were the only evidence of the phantom fifth shot have disappeared.

Both the company and the Rochester Police Department lost, deleted and/or destroyed the spool and/or other information containing sounds pertaining to the officer involved shooting, according to Simmons civil suit. Greene acknowledged at plaintiffs criminal trial that employees of Shotspotter and law enforcement customers with an audio editor can alter any audio file thats not been locked or encrypted.

A jury ultimately acquitted Simmons of attempted murder and a judge overturned his conviction for possession of a gun, citing ShotSpotters unreliability.

New Yorks legalized-pot program is on a train to nowhere apparently derailed because Gov. Andrew Cuomo is fuming over his stalled plans to overhaul leadership at the MTA.

Cuomo and the state Legislature approved the legalized sale of weed in New York in March, but the governor has since become a real buzzkill on the issue, critics say.

He has yet to nominate an executive director for his new Office of Cannabis Management or name appointees to the Cannabis Control Board, even though the Marijuana Taxation and Regulation Act was passed months ago, they say.

His rep, asked by The Post on Sunday about the lack of movement, put the onus on the state Senate while noting the pols failure to pass Cuomos proposed MTA legislation.

We agree theres a lot of unfinished business with the Senate, and were ready to submit our nominations, and we hope they reconvene and act on these and our MTA legislation and nominations, Cuomo spokesman Richard Azzopardi said.

Mike Murphy, a spokesman for Senate Majority Leader Andrea Stewart Cousins (D-Yonkers), fired back, I dont know what connection the administration is making between two separate issues, but its disturbing.

The MTA is currently headed by a chairman/CEO, but the Democratic governor wants to split the leadership into two separate positions, a chairman and chief executive.

The Democratic-controlled Senate blocked Cuomos 11th-hour proposal calling for the split before adjourning last month.

State Sen. Diane Savino, a Staten Island Democrat, said both sides could be in for a long wait.

Were between a rock and a hard place. Its kind of a stalemate, she said.

We are pissed and frustrated over Cuomos inaction over pot, Savino added. For the life of me, I cant understand it.

They should be able to walk and roll a joint at the same time.

Nothing can happen in terms of pot sales in the state including the issuing of licenses to launch a seed-to-sale marijuana market without regulators in place to lay the ground rules and make the decisions.

Cuomo needs to nominate three people to begin creating the five-member Cannabis Control Board, and the senate would then have to approve them. The other two members will be selected by the legislature one each by the Assembly and Senate.

It will now likely take a year or more for cannabis products to be sold over the counter in New York, say lawmakers and pot-industry advocates.

He started playing as Meta Knight and has sunk a big chunk of time into since Thursday night. He's doing okay against level 5 CPUs, but doesn't seem to grasp the usefulness of Smash attacks; his KOs are coming from tilts and forward B for the most part (which sometimes still results in him self destructing off the stage)

Workers at a Frito-Lay plant in Topeka, Kansas, have been on strike for more than two weeks asking for better working conditions and pay. The way they tell it, theyve got good reason to take action: Some of the plants 850 employees have been subjected to forced overtime and working 84-hour weeks, with no days off. One worker wrote a public letter to the company describing a harrowing scene where a coworker collapsed on the job and died. The people in charge, she wrote, had us move the body and put in another coworker to keep the line going.

Frito-Lay says its committed to providing a safe and fair workplace and has offered a two-year contract it believes addresses workers concerns, including capping required work hours at 60 hours a week. Thus far, the sides havent reached an agreement.

The strike has garnered quite a bit of attention in the media and online, as tends to happen with collective worker actions. (See: Amazon workers recent failed push to unionize in Alabama, or presidential candidates showing up on Stop & Shop picket lines.) As also tends to happen, theres discussion among members of the public of how to support the workers. The best way to do that isnt always clear social media posts help raise public awareness, but they dont accomplish much tangibly. The effectiveness of boycotts can vary. And focusing on a single companys bad actions can muddle the bigger systemic picture.

Mark McCarter, a palletizer and steward at Frito-Lay in Topeka, told Vice that he and his coworkers would rather nobody buy any Frito-Lay products as long as the strike lasts, including Fritos, Doritos, Tostitos, Funyuns, and Cheetos. He said they would prefer people avoid products from parent company PepsiCo, too. Thats a bit different from Amazon workers earlier this year, who specifically said they were not calling for a boycott.
