The Trump administration is looking to build tent cities at military posts around Texas to shelter the increasing number of unaccompanied migrant children being held in detention.

The Department of Health and Human Services will visit Fort Bliss, a sprawling Army base near El Paso in the coming weeks to look at a parcel of land where the administration is considering building a tent city to hold between 1,000 and 5,000 children, according to U.S. officials and other sources familiar with the plans.

HHS officials confirmed that theyre looking at the Fort Bliss site along with Dyess Air Force Base in Abilene and Goodfellow AFB in San Angelo for potential use as temporary shelters.

The aggressive plan comes at the same time that child shelters are filling up with more children who have been separated from their parents. The number of migrant children held in U.S. government custody without their parents has increased more than 20 percent as Attorney General Jeff Sessions and Homeland Security Secretary Kirstjen Nielsen rolled out the administration's new policy zero tolerance policy that separates children from their parents who now face prosecution.

More than 10,000 migrant children are being held at 100 HHS shelters, which are now 95 percent full.

Because of the large fluctuations in referrals of unaccompanied minors, the administration said its appropriate to have a mix of standard beds that are available year-round, and temporary beds that can be made available to address any increases in migration flows. HHS can place unaccompanied children in an appropriate setting while a sponsor is identified who can care for the child while their immigration case proceeds. It helps protect the border but also prevents vulnerable kids to fall into the hands of traffickers, officials said.

Trump has blamed Congress for allowing loopholes that require federal authorities to release illegal immigrants to await hearings for which many dont show up.

Deputy Attorney General Rod Rosenstein at a roundtable last month with Trump charged that those loopholes also prevent the administration from quickly deporting unaccompanied children.

It can take months and sometimes years to adjudicate those claims once they get into the federal immigration court system, and they often fail to appear for immigration proceedings, Rosenstein said. In fact, approximately 6,000 unaccompanied children each year fail to appear when they've been summoned. They're released and they don't show up again.

Tens of thousands of unaccompanied children and families have been apprehended since 2014, when a surge of Salvadoran, Honduran and Guatemalan mothers and children raced into the Rio Grande Valley in Texas, fleeing violence and poverty.

The unaccompanied children are generally turned over to family or held in an HHS shelter, like a detention center or tent city. Now those who arrive with their parents are being separated from them and also sent to HHS shelters or sponsor families.

Leon Fresco, a deputy assistant attorney general under President Barack Obama, who defended that administration's use of family detention, said the Trump administration is also likely going to need to return to Congress soon for more money if it wants to keep up this aggressive detention approach. He said it's much more expensive to separate the parent and children and hold them in two different facilities than keeping them together using a monitoring system.

The point is separating families is not only controversial, its also inordinately more expensive, Fresco said.

Even after they ascended to top White House positions, Ivanka Trump and Jared Kushner continued to benefit from an extraordinary number of investment deals carried out by the companies they once ran, ethics filings released Monday evening showed.

During their first year in government service, Ms. Trump and Mr. Kushner remained investors through various vehicles and trusts, which bought and sold as much as $147 million of real estate and other assets.

Ethics experts have warned that this continued activity could raise questions of possible conflicts of interest.

We dont have insight into who is buying and selling stuff, so we dont know if its market value, said Virginia Canter, the executive branch ethics counsel at Citizens for Responsibility and Ethics in Washington, and a White House associate counsel in the Obama and Clinton administrations.

Who is financing these transactions? Ms. Canter asked. Is it some unknown L.L.C.? How do we know it isnt a sovereign wealth fund from Saudi Arabia or some other place?

Their new ethics disclosures showed that the couples trusts and other investment vehicles took part in nearly 80 transactions during the year, buying or selling swaths of development property in New Jersey, commercial real estate in Manhattan, condominiums in Brooklyn, stakes in mutual funds and at least one hedge fund.

The couples real estate holdings and other investments were worth as much as $811 million, up from $761 million in 2016. Their total income from the various investments was between $82 million and $222 million, compared with a range of $89 to $201 million in 2016.

The value of the assets owned by Mr. Kushner and Ms. Trump does not count the debt accumulated to purchase the properties. Mr. Kushner divested some of his Kushner Companies assets by selling them to a trust controlled by his mother.

The White House released the ethics disclosures of numerous top officials late Monday, as the public was focused on President Trumps meeting with the North Korean leader, Kim Jong-un, in Singapore.

Last month, the White House released Mr. Trumps financial disclosure, revealing for the first time a repayment of more than $100,000 to his personal lawyer, Michael D. Cohen, in 2017, raising questions about whether his filing a year earlier had improperly omitted the debt.

One asset that Mr. Kushner did divest before joining the administration was his stake in his family firms flagship property at 666 Fifth Avenue in Manhattan. Last month, The New York Times reported that the company was in negotiations with Brookfield Asset Management for a significant equity infusion. Brookfields property arm is partly owned by the Qatar government.

Peter Mirijanian, a spokesman for Abbe Lowell, who is Mr. Kushner and Ms. Trumps ethics counsel, said, Since joining the administration, Mr. Kushner and Ms. Trump have complied with the rules and restrictions as set out by the Office of Government Ethics.

The ethics filing also disclosed income generated by Ms. Trump. She earned $3.9 million from her stake in the Trump International Hotel in Washington, which opened in the fall of 2016. That was roughly on pace with what she reported in the previous year, when her filing showed that the hotel had generated $2.4 million in income during its first eight months.

The hotel, just steps from the White House, has prompted concerns from ethics experts, who worried that guests may be trying to curry favor with the president by staying there.

Thats an amazing assumption that youre making, one that Im not going to confirm or deny.
