The way im reading it is they pulled her over, let her go with her dad driving behind her under instructions to go straight home, and then pulled over again. That is the first officers fault.

That's not at all what happened. They arrested the girl after the first stop. The step-dad picked her up at the station and then drove her back to where her car was.
