Wind Waker has the best sandtrack bar none. And Spirit Tracks is second.

ALttP has a good soundtrack but all the tracks are in other Zelda games too, often times improved, oftentimes with a significant amount of overlap. Actually, there are two games with a nearly identical soundtrack. Four Swords Adventures has every song except the credits and Lost Woods, better versions, and multiple remixes of some of the best. A Link Between Worlds has every song except Time of Falling Rain (unfortunate exclusion), but better versions of each, plus some great original tracks, and a milk bar band that plays a few excellent pieces from other games in the series.

Even if you like the songs from ALttP better than every other game's originals, ALttP is only third because of the two that share the soundtrack.
