You're meant to counter with the right weakness, but you can't change materia in combat. I wasn't using Aero or Blizzard materia because I found those to be rare weaknesses. By the time I realized just how much of a slog it was going to be, it was already half health. And, as I mentioned, it virtually never swapped over to being weak to Thunder which is what I had equipped on Aerith. It did it once in the first phase and for a few seconds in the last phase - and then I got so excited about being able to use Thunder that I didn't pay attention and Aerith died lol.
