A teacher can't do much if the class is super poorly behaved and has to focus on management all the time.

Or if it's a high level class and the kids don't come in with the required knowledge, it'll probably be difficult regardless of how well they teach. Like imagine trying to teach simplifying fractions if the kids can't do 2x3 without their fingers.

Lots of time, probably yes though.
