They drew up the plan and when it was finalized it was included in the daily brief ex presidents, et. al get. Carter who tried a raid to free the hostages in Iran raised the point that the raid should include at least one extra chopper. His point was that the military is a "can do" culture and will overpromise. I believe -until the day I die- that Carter was backdoored by Reagan (check Wikipedia's October surprise page). Sure as shit on the Bin Laden Raid, a chopper stalled. Sand, dust, you name it. The SEALS burnt the chopper - lest the technology end up in China, Russia or whatever. And of course the Pakistanis are not our friends. Because Carter and other presidents are in the intel loop they were a sounding board and we took out Bin Laden. Trump cannot be in that loop. He is in hock around the globe. Congress unfortunately is notified on an after the fact basis usually within 24 hours with the exception of about 8 members (Speaker, Armed Services, Intel and a couple other chair and minority leaders).
