Inspectors general at the US Justice Department and Homeland Security Department are launching separate probes into the Trump administration's deployment of federal law enforcement officers to Portland, Oregon, and various complaints over their use of force on demonstrators, they announced on Thursday.

In a letter to three House Democratic committee chairs Jerry Nadler of the Judiciary panel, Carolyn Maloney of the Oversight panel, and Benny Thompson of the Homeland Security panel DOJ Inspector General Michael Horowitz announced he is "initiating a review to examine the DOJs and its law enforcement components roles and responsibilities in responding to protest activity and civil unrest in Washington, DC, and in Portland, Oregon over the prior two months."

That review will include "examining the training and instruction that was provided to the DOJ law enforcement personnel; compliance with applicable identification requirements, rules of engagement, and legal authorities; and adherence to DOJ policies regarding the use of less-lethal munitions, chemical agents, and other uses of force," the inspector general wrote.

The DOJ Office of the Inspector General is coordinating its review of events in Lafayette Square on 1 June when federal agents used tear gas and flash bang grenades to disperse peaceful protesters and clear a path for Donald Trump to walk to a photo op at a local church with the inspector general at the Department of the Interior.

"If circumstances warrant, the OIG will consider including other issues that may arise during the course of the review," Mr Horowitz wrote.

Mr Horowitz's office is not the only one to launch a probe into the administration's activities in response to anti-police brutality protests that have frequently broken out into riotous behaviour in various cities across the United States this summer.

DHS Inspector General Joseph Cuffari has opened an investigation "into allegations that on July 15, 2020, DHS law enforcement personnel improperly detained and transported protesters in Portland, Oregon," he wrote to the same group of lawmakers.

Mr Cuffari's team will coordinate its investigation with Mr Horowitz's team and other agencies "as appropriate", he wrote.

Donald Trump does not appear to be in any hurry to curtail his administration's legally questionable methods for suppressing the protests, which Republican lawmakers have scorned for their degeneration, at times, into violence and vandalism.

The recent wave of protests was set off by the killings in police custody of George Floyd in Minneapolis, Breonna Taylor in Louisville, and several others.

In fact, he announced on Wednesday he would surge federal law enforcement officers to Chicago immediately to quell violence there, invoking the same legal doctrines he cited for his actions in Portland.

Democratic lawmakers have accused the president of using the federal police deployments as a campaign tactic, targeting cities with Democratic leadership. Part of his sales pitch for a second term, despite trailing former vice president Joe Biden nationally and in most key swing states, is that he is a law-and-order president.

But majorities of American voters, according to multiple polls taken in recent weeks, oppose Mr Trumps response to violence across the country, a large portion of which is linked to the killing of George Floyd and other black people by white police officers.

Attorney General William Barr, whose role in the street clearance manoeuvres near Lafayette Square in the nation's capital last month will receive scrutiny as part of the DOJ probe, has indicated he may deploy federal units to Kansas City and several other cities in the coming weeks.

Mr Barr said recent violence is directly related to an attack on police, presumably the defund the police slogan pushed by some black activists.

While the president's campaign has sought to tie his Democratic opponent this fall, Joe Biden, to the "defund the police" movement, Mr Biden has made clear he intends to do no such thing.

His plan to remake the criminal justice system recommends diverting some federal funding from police departments in order to create a civilian corps of unarmed first responders such as social workers, EMTs, and trained mental health professionals who would handle nonviolent incidents such as mental health emergencies or low-level conflicts, according to a manifesto drafted by six joint task forces he created with Vermont Independent Bernie Sanders to shore up support among progressives.

Such a corps of first responders would [free] police officers to concentrate on the most serious crimes, the Biden-Sanders task forces state in their policy recommendations.

This vote wasn't just for the base names, it was a rider attached to the NDAA which has to pass, meaning that unlike past times Trump can't just veto it anyway and then McConnell gets to sit on it after.

The Senate overwhelmingly approved a defense bill on Thursday that included Sen. Elizabeth Warrens (D-MA) provision requiring the military to rename U.S. bases named after Confederate generals.

The bill passed by a vote of 86-14, a veto-proof majority that would override President Donald Trumps effort to kill the measure, which he had threatened to do at the end of June after Warren announced her proposal.

I will Veto the Defense Authorization Bill if the Elizabeth Pocahontas Warren (of all people!) Amendment, which will lead to the renaming (plus other bad things!) of Fort Bragg, Fort Robert E. Warren slammed Trumps hostile response on the Senate floor shortly afterward, declaring that the President had chosen a well-worn path of hatred and division.

The Confederate soldiers who betrayed the United States to fight for the Confederacy were fighting for the institution of slavery. Plain. Simple. Ugly, the Democratic senator said. It is time to put the names of those leaders who fought and killed U.S. soldiers in defense of a perverted version of America where they belong, as footnotes in our history books, not plastered on our nations most significant military installations.

There are currently ten Army bases named after Confederate generals.

On Wednesday, the House took a pivotal first step in an overwhelming vote to remove a bust of the fifth chief justice of the United States and Confederate statues from public display in the U.S. Capitol.

The final vote was 305-113. There were 72 Republicans who joined with Democrats in approving the measure.

The legislation does not set up a specific timeline for moving most of the statues, but sets up a process for the Joint Committee of Congress on the Library to identify which figures have ties to the Confederacy.

The bill must now head to the Senate, where it's unclear if the Republican-led chamber will take up the legislation. Senate Majority Leader Mitch McConnell has previously said it is up to the states to decide which statues they want displayed in the Capitol.

Democratic leadership expected the vote to be largely bipartisan and a strong signal of support for the Black community after thousands took to the streets to protest police brutality and systemic racism in the wake of the death of George Floyd, who was killed in Minneapolis police custody in May.

Chief Justice Roger Brooke Taney, who was white, authored the majority opinion in the 1857 Dred Scott case that declared African Americans could never be citizens of the United States. The bill the House voted on Wednesday would direct the architect of the Capitol to remove Taney's bust and replace it with one of Thurgood Marshall, who in 1967 became the first Black justice to sit on the Supreme Court.

"This is an action we will take today of principle and conviction. Defenders and purveyors of sedition, slavery, segregation and white supremacy have no place in this temple of liberty," House Majority Leader Steny Hoyer, D-Md., said Wednesday.

The bill also requires states to reclaim and replace any statues in the National Statuary Hall Collection of individuals who volunteered for the armed services of the Confederacy during the Civil War, and it would also specifically remove three statues -- of John C. Calhoun, Charles B. Aycock and John C. Clarke -- from the collection because of their roles in defending slavery, segregation and white supremacy, according to Hoyer's office.

"Just imagine what it feels like as an African American to know that my ancestors built the Capitol, but yet there are monuments to the very people that enslaved my ancestors," Rep. Karen Bass, D-Calif., said during a press conference Wednesday. "The People's House, as I call the Capitol, can never really be for the people with reminders of the painful history that sought to continue the enslavement and control of the African American population."

"Personally, as a black lawmaker, the presence of these statues represent an acceptance of white supremacy and racism, something we are fighting day in and day out to dismantle," she added.

Taney's marble bust stands 2 feet tall and sits prominently outside the Old Supreme Court Chamber inside the Capitol, seen by millions of visitors each year.

Scott, an enslaved Black man, sued for his freedom in a case that spanned a decade and reached the highest court in the country.

Taney denied Scott's case on the basis that enslaved people could not sue in federal court because they could never become citizens. The ruling also said the federal government could not ban slavery in its territories. It is often viewed as the worst decision in the court's history.

In a surprising twist, Scott's great-great-granddaughter says she'd leave Taney's bust exactly where it is.

"I'm not really a fan of wiping things out," Lynne M. Jackson said in a telephone interview with The Associated Press earlier this week from her home in Missouri.

But, she added, she would encourage lawmakers to add a bust of Dred Scott to be displayed alongside Taney's in the Capitol.

Jackson told The AP that she believes memorials honoring figures like Taney need context. At the Capitol, the Taney statue sits in the "place where the Dred Scott case was decided," but the fact he is "there by himself is lopsided," Jackson said.

House Speaker Nancy Pelosi in June ordered the removal from the Capitol portraits of four of her predecessors who served in the Confederacy, saying that "we must lead by example." She also renewed a decades-long quest to remove the remaining Confederate statues.

"While I believe it is imperative that we never forget our history lest we repeat it, I also believe that there is no room for celebrating the violent bigotry of the men of the Confederacy in the hallowed halls of the United States Capitol or places of honor across the country," Pelosi said in a letter last month.

"This is not a partisan issue," Hoyer said. "This is an issue about principles that America wants to lift up and display it to the rest of the world."

A similar bill has been introduced in the Senate, but it's unclear if the Republican-led chamber will take action anytime soon.

"I prayerfully anticipate that we can come together -- Democrats and Republicans -- to reject hatred and racism and to make it clear through a strong, bipartisan vote that statues of these individuals have no place in our Capitol," Hoyer said.

Even if both chambers pass the measure and send it to President Donald Trump's desk, it's unclear if he would sign it. Trump has consistently defended preserving Confederate statues, Confederate-named military bases and the Confederate flag.

"I'd say it's freedom of, of -- of many things, but it's freedom of speech," Trump said Sunday.

A new ad for President Donald Trump's reelection campaign used an image of pro-democracy protests in Ukraine from 2014 to show what it called "chaos & violence" in the US.

The ad, published on Tuesday, includes a photo of the president listening to police leaders next to another photo appearing to show a group of protesters attacking a police officer on the ground.

Trump has sent federal law-enforcement officers to quell protests in Portland, Oregon, and has threatened to send more to other cities led by Democrats. Trump campaign insiders have pounced on the protests as a key electoral issue, Business Insider reported.

However, the image the Trump campaign used is not from the US or from this year. It was uploaded on Wikimedia Commons, Wikipedia's public-domain media archive, in 2014 with the label "a police officer attacked by protesters during clashes in Ukraine, Kyiv. Events of February 18, 2014."

The photographer, Mstyslav Chernov, confirmed to Business Insider that this was his photo from Ukraine in 2014.

"Photography has always been used to manipulate public opinion. And with the rise of social media and the rise of populism, this is happening even more," he said.

"The only way to combat this is through education and media literacy. When people learn to independently distinguish truth from lies, then the number of manipulations will decrease."

Trump has used inflammatory language to describe the numerous demonstrations against police brutality in the country that were spurred by the death of George Floyd in late May.

In Portland, where protests have continued for almost two months, federal officers sent against the wishes of local officials have used tear gas and nonlethal munitions on protesters. Acting Secretary of Homeland Security Chad Wolf described the protesters as "violent anarchists" in a statement last Thursday.

Jesse Lehrich, a former spokesman for Hillary Clinton's 2016 presidential campaign, tweeted a screenshot of the ad on Tuesday, adding "LOL."

According to Facebook's advertising archive, the ad has run three times since Tuesday and has been accompanied by messages designed to appeal to American evangelicals.

"Help ensure Pro-Life values are represented in Washington for four more years," one post with the ad said.

Cheney defended Fauci, the nation's top infectious disease expert, during a closed-door GOP conference meeting, according to a source familiar with her remarks.

On May 12, Cheney tweeted: "Dr. Fauci is one of the finest public servants we have ever had. He is not a partisan. His only interest is saving lives. We need his expertise and his judgment to defeat this virus. All Americans should be thanking him. Every day."

The White House has in recent weeks clashed with Fauci, who President Donald Trump recently referred to as "alarmist" over his continued warnings about coronavirus pandemic. Fauci last week called the attempts to discredit him "bizarre."

Rep. Matt Gaetz, R-Fla., later Tuesday called on Cheney to resign or "be removed" as the House Republican Conference chair. As chair, Cheney is the sole female member of the House GOP leadership.

Gaetz's tweet quickly received support from other prominent Republicans, including Sen. Rand Paul of Kentucky, and the president's eldest son, Donald Trump Jr., who compared Cheney to Sen. Mitt Romney of Utah, the only GOP senator to vote to convict Trump during his impeachment trial.

Tuesday's gathering was the first in-person GOP conference meeting in months; members had been attending them virtually due to coronavirus concerns.

In the meeting, Cheney told Massie that his issue was with Trump, not her. Massie easily beat a primary challenger, Todd McMurtry, in June even after Trump said he had wanted Massie ousted from the Republican Party. Trump had called Massie a third rate grandstander.

Cheney had donated to McMurtry, but later asked that the money be returned after past racist social media posts by McMurtry became public.

Cheney also told Gaetz on Tuesday that she looks forward to seeing an upcoming HBO documentary, "The Swamp," about him, Massie and a third Republican congressman, Ken Buck of Colorado.

In public after the meeting, Cheney was muted about the confrontation. Asked about the exchanges by pool reporters on Capitol Hill, she said: We had an exchange of views, I think its very clear were all unified in the sense of recognizing the danger the country would face if Joe Biden were elected president; we talked at length about Joe Biden, Chuck Schumer and Nancy Pelosi and the kind of America we would be living in if they prevailed.

Thomas Massie and I are in a good place, she added.

Asked about Trump Jr.'s tweet later on Tuesday, Cheney said the president's son "is not a member of the House Republican Conference."

Yes that was one of the tells that they were forced into adding in the choice of playing as Alexios. There's also some subtle ones like Alexios having many of the same animations as Kassandra (particularly running).

And I think there's also some glitches that can be encountered when playing as Alexios such as his voice being replaced by Kassandra's and npcs suddenly referring to him as a female. There are countless reports of this occurring and almost none from the other direction (Kassandra's voice being replaced with Alexios').

The lawyer who helped craft former President George W. Bush's legal justification for torture has confirmed that he is working with President Donald Trump's administration to find ways to skirt the law to impose his own policies.

John Yoo told The Guardian on Monday that he has been talking to the White House about his argument that the Supreme Court's recent ruling on immigration would enable presidents to skirt Congress to impose their own policies.

Yoo had argued in a June 22 article, published in the conservative National Review magazine, that the Supreme Court's ruling to uphold President Barack Obama's Deferred Action for Childhood Arrivals (DACA) program paved the way for presidents to impose policies without congressional approval, even if they violate laws.

Axios reported on Monday that Yoo's article had been seen on Trump's Oval Office desk, and the president has recently brought it up in meetings with his top advisers.

The article said that the Supreme Court's DACA ruling "makes it easy for presidents to violate the law, but reversing such violations difficult especially for their successors."

Yoo told The Guardian he had "talked to" the Trump administration "a fair amount" about his views.

"If the court really believes what it just did, then it just handed President Trump a great deal of power, too," he said.

"The Supreme Court has said President Obama could [choose not to] enforce immigration laws for about 2 million cases."

It is not clear what Yoo meant by "the disorder."

When asked by The Guardian about Trump's recent deployment of federal agents to Portland, Yoo demurred, saying: "It has to be really reasonably related to protecting federal buildings ... If it's just graffiti, that's not enough. It really depends on what the facts are."

The White House did not immediately respond to Insider's request for comment.

Yoo is currently a law professor at University of California, Berkeley. But he is best known for his work as a Department of Justice attorney in the early 2000s, when he drafted the Bush administration's legal justification for torturing detainees after the September 11 attacks also known as the "torture memos."

Trump has hinted at imposing new immigration policies in light of the DACA decision.

In a July 10 interview with Telemundo, he said he would soon sign a "big immigration bill," saying the Supreme Court judgment "has given me the power" to do so.

"We're working out the legal complexities right now, but I'm going to be signing a very major immigration bill as an executive order, which Supreme Court now, because of the DACA decision, has given me the power to do that," Trump said.

In an interview with Fox News Sunday this past weekend, the president also said he would be signing off on new policies on healthcare, immigration, and "various other plans" in the coming weeks.

"The Supreme Court gave the president of the United States powers that nobody thought the president had, by approving, by doing what they did their decision on DACA," he said.

"The decision by the Supreme Court on DACA allows me to do things on immigration, on health care, on other things that we've never done before. And you're going to find it to be a very exciting two weeks."
